Project: Bayswater Peaking Facility, LLC, Far Rockaway, NYC
Client: FPL Energy (Florida Power & Light)
Epsilon provided complete air permitting and noise assessment services to FPL Energy for this fast-tracked 55 MW simple cycle project in Far Rockaway, Queens, NYC. Epsilon negotiated air pollution control requirements, permit conditions, and modeling protocols, conducted the air quality analysis, and prepared the NYS DEC State Facility Permit application. Epsilon conducted a noise impact assessment for the SEQR filing, conducted a cumulative air impact assessment for the NYC DEP, and prepared an application for a NYC DEP Work Permit. The facility is in operation.

Project: Empire State Newsprint Projects, Rensselaer, NY
Client: Besicorp Development Company
Epsilon conducted full scope environmental permitting for this combined 505 MW merchant power/cogeneration plant and recycled newsprint manufacturing facility. The project involves a combined Article X/SEQRA EIS, a State Facility Air Permit for the cogeneration and recycled newsprint plant, a SPDES discharge permit for the plants, Article VII approvals for the gas and electric transmission lines, and an Army Corps of Engineers Section 10/404 permit for the cogeneration/recycled newsprint plants and the gas and electric lines. For the Article X process, Epsilon conducted air and noise modeling, participated in settlement negotiations, and testified on historic resources and landscape plans.  The project is under construction.

Project: Brockton Power Project, Brockton, MA
Client: Brockton Power
Epsilon prepared the MEPA ENF, DEIR, and FEIR, the EFSB Petition and the PSD/Air Plan Application, for the proposed 270 MW Brockton Power, LLC project. The project will be located in an existing industrial park and will use treated effluent from the adjacent Brockton POTW for cooling tower makeup. Environmental analyses included air emissions calculations and modeling, noise, visual, water and wastewater and safety evaluations.
Project: Fore River Station, Weymouth, MA
Client: Sithe Energies, Inc.
Epsilon provided complete environmental analysis and licensing services for Sithe Energies’ 750 MW Fore River project. The air-cooled project is located at the former Boston Edison Edgar Station site in Weymouth, MA. Complex analyses of air quality, noise, and visual issues together with an assessment of the proposed demolition of historic structures were included in the state MEPA and EFSB permitting processes. Epsilon engineers and scientists provided expert testimony before the EFSB and worked closely with Sithe Energies in securing the necessary Town of Weymouth approvals. The facility is in operation.  

Project: IDC Bellingham, Bellingham, MA
Client: FPL Energy/Infrastructure Development Corporation
Epsilon conducted a site selection study, and complete environmental analyses for IDC's 525 MW air-cooled merchant power project in Bellingham, MA. Epsilon prepared the Massachusetts Energy Facility Siting Board (EFSB) petition, DEIR, FEIR, and air plans application for the project. Epsilon provided extensive expert witness testimony as part of the EFSB licensing process.
Project: Jamaica Bay Peaking Facility, LLC, Far Rockaway, Queens, NY

Epsilon negotiated air pollution control requirements, permit conditions, and modeling protocols, conducted the air quality analysis, and prepared the NYS DEC State Facility Permit application. Epsilon conducted a noise impact assessment for the SEQR filing, conducted a cumulative air impact assessment for the NYC DEP, and prepared an application for a NYC DEP Work Permit. The project was fully approved by the NYS DEC and the NYC DEP, has been constructed and is now operating.

Project: Niles Energy Center, Niles, MI
Client: Indeck Energy Services, Inc.
Epsilon provided complete air permitting services for this phased  power project in Niles, Michigan. The first phase involved a 656 MW gas-fired simple cycle plant consisting of four Siemens V84.3A gas turbines. The second phase involved conversion to a 1076 MW combined cycle plant. Both phases were permitted in a single filing with the Michigan DEQ. Epsilon negotiated permit conditions and modeling requirements with the DEQ, prepared the air modeling protocol, conducted the air quality modeling and BACT assessment, and prepared the Air Use Permit Application.
Project: Nickel Hill Energy, Dracut, MA
Client: Constellation Power Development
Epsilon conducted extensive environmental analyses and a complete licensing program for Constellation Power Development's proposed 750 MW Nickel Hill Energy project in Dracut, MA.  This combined cycle merchant plant will employ wet mechanical cooling towers; cooling tower makeup will be from the nearby Merrimack River.  In addition to complete state level permitting, Epsilon played a key role in the successful completion of the Town of Dracut Special Permit process.  Epsilon provided extensive expert witness testimony in support of the successful EFSB licensing process.
Project: Indeck-North Smithfield Energy Center, North Smithfield, RI
Client: Indeck Energy Services, Inc.
Epsilon prepared the environmental analysis, licensing and permitting for Indeck's proposed 350 MW gas turbine combined cycle power plant in North Smithfield, Rhode Island.  Environmental studies include air quality modeling, water supply evaluation, noise assessment, and wetlands evaluation.  Epsilon prepared the application to the Rhode Island Energy Facility Siting Board (EFSB), and the air permit application to the Rhode Island Department of Environmental Management (RIDEM).  Epsilon provided expert testimony on air, water, noise and other environmental impacts in support of the Rhode Island EFSB process.
Project: Mantua Creek Generating Project, West Deptford, NJ
Client: PG&E National Energy
Epsilon conducted PSD/NSR air modeling and permitting activities for PG&E Generating's (U.S. Generating's) proposed 800 MW gas and oil fired combustion turbine combined cycle power plant in West Deptford, NJ.  Working with local subconsultants, Epsilon also had responsibility for waterfront development permitting, wetlands, water supply, cultural resources, FAA, and local approvals.  The NJ Department of Environmental Protection (NJDEP) has approved the PSD air permit for this facility.
Project: Oak Glen Power, Howell, NJ
Client: Oak Glen Power, LLC
Epsilon conducted air quality modeling, air engineering, and air permitting for Oak Glen Power's 730 MW project.  This four-turbine simple cycle peak generation facility is located in Howell, NJ.  The air permitting process has included complex control technology evaluations, including one of the first high temperature SCR systems for an F-class turbine.  Epsilon also performed the air quality modeling analysis using the model CALPUFF to determine the project's impacts to the Brigantine Wildlife Refuge. The CALPUFF analysis demonstrated that concentrations would be below Class I significance impact levels. 
Project: Thomas A. Watson Generating Station, Braintree, MA
Client: Braintree Electric Light Department
Epsilon has been engaged by Braintree Electric Light Department to prepare MEPA filings (Draft and Final EIR), the EFSB Petition, and permit applications for construction of a nominal 116 megawatt (MW), quick start, dual-fuel fired simple cycle unit. The Project is located on BELD’s property on the Weymouth Fore River, adjacent to BELD’s existing Potter Station Unit II.  All approvals have been received; construction began in April 2008.
