The Weavers Cove project involves a proposed state-of-the-art Liquefied Natural Gas (LNG) Terminal on an approximately 73 acre site located in the City of Fall River, Massachusetts. The LNG Terminal will include LNG transfer piping, a 200,000 m3 LNG storage tank, vaporization equipment, an LNG truck loading area, and necessary ancillary equipment. The LNG Terminal will be connected to the existing pipeline facilities of Algonquin Gas Transmission Company by two short, high-pressure laterals, one of which involves a crossing of the Taunton River. In order to accommodate LNG vessels, maintenance and improvement dredging of the existing Federal Channel in Massachusetts and Rhode Island will be necessary. Dredging operations will produce between approximately 2.1 and 2.5 million cubic yards of dredged material.

The Bay Club at Mattapoisett is a 600-acre private residential/golf community involving several clustered residential home sites interspersed around a championship 18-hole golf course. The total build-out of the residential component of the project proposed 150 units. Appurtenant facilities included a clubhouse, a golf house, ancillary golf-related structures (e.g., maintenance/cart storage building), tennis courts, swimming pool, equestrian center, an internal roadway system, and utility infrastructure necessary to support both the golf course and clustered residences. Epsilon managed the permits process under the Massachusetts Water Management Act, Wetlands Protection Act, Section 401/404 of the US Clean Water Act as well as the preparation of Environmental Impact Reports prepared under the Massachusetts Environmental Policy Act.

This mixed-use waterfront development will result in the creation of nine urban blocks in Boston’s South Boston Waterfront District. The project will include office and residential uses, ground floor retail uses and a hotel to service the city’s new convention center. Epsilon was responsible for managing and preparing the following complex permit applications for eventual submission to various local, state, and federal agencies: Notice of Intent(s), Section 401 Water Quality Certificate, Chapter 91 Waterways License, and Section 10/404 Individual Permit(s).

This project involved an affordable housing development incorporating approximately 46 single family dwellings, 2 townhouse style condominiums, associated parking areas, stormwater management system, footbridge, utilities (sewer, water, electric and gas) and access roadways. Approximately, 4,500 square feet of wetland fill associated with the construction of two access roadways was proposed and successfully permitted. Epsilon provided technical expertise throughout the Chapter 40B Comprehensive Permit public hearing process and managed both the Notice of Intent and Massachusetts Environmental Policy Act applications, successfully obtaining an Order of Conditions from the North Andover Conservation Commission and a Final Certificate from the Executive Office of Environmental Affairs.

Epsilon provided the Client with a full range of environmental consulting services for the siting and permitting of Newsprint Recycling and Cogeneration Plants located on the Hudson River in Rensselaer, NY.  Also included in this project were an 8.1-mile, 345 kV electric transmission line and a 4.5 –mile 16-inch natural gas Pipeline. 

As part of the complex environmental permitting process, Epsilon prepared an Article VII Application for the electric transmission lines, an Article X Application for the cogeneration facility and numerous other, local state, and federal permits.

Included with the federal permits was a very complex Army Corps of Engineers Section 404 Clean Water Act permit application.  As part of the Section 404 review process, Epsilon successfully proposed an innovative offsite mitigation approach that included a partnership with the Natural Resource Conservation Service and the Rensselaer County Soil and Water Conservation District to restore over 5 acres of degraded wetland on private farmland.
