Epsilon prepared an ENF/EA for airport improvements, including installation of navigational aids and construction of a roadway providing access to new hangar buildings.  Key environmental issues include potential wetland impacts resulting from tree canopy clearing to remove obstructions and impacts to rare bird habitat.  The Secretary of Environmental Affairs did not require an EIR for the project.  Epsilon secured a Conservation and Management Permit from the Division of Fisheries and Wildlife allowing the project’s potential impacts on grassland birds.

Epsilon assisted the Nantucket Airport Commission analyze terminal expansion alternatives, runway safety area enhancements, construction of new taxiways, and other proposed airside and landside improvements to the Nantucket Memorial Airport, one of the busiest airports in Massachusetts. A key environmental challenge included protecting nearly 20 state protected plants, moths, and bird species. As part of this issue, Epsilon assisted the Airport Commission develop a Conservation Management Plan application to offset protected species impacts that would result from the project. In addition, Epsilon assisted the Airport Commission negotiate revisions to an existing Conservation Management Plan that was issued for earlier airport improvements that resulted in protected species and unique plant community impacts.

Epsilon completed the MEPA review process for the development of a new regional high school facility after an ENF was prepared by others. Epsilon prepared an extensive alternative analysis demonstrating the appropriateness of the selected site, despite the presence of habitat for a significant population of blue spotted salamander, a state-listed species. Epsilon coordinated review of rare species issues with NHESP, and obtained a Conservation Permit for the project. The new high school opened in September 2003.
