Noise Testimony
Project: Holliston Solid Waste Transfer Station, Holliston, MA
Client: Casella Waste Management of Massachusetts, Inc., Holliston, MA
Epsilon prepared a noise impact assessment report for an existing solid waste transfer station as part of the Town of Holliston’s Board of Health hearings on whether to continue the site assignment.  This Project included an ambient monitoring program with and without the station operating, an evaluation of impacts as compared to regulatory criteria, and mitigation recommendations.  The results of this noise program were presented as expert witness testimony before the local Board of Health and Planning Board.
Project: Scudder Sand & Gravel Pit, Erwin, NY
Client: Dalrymple Gravel & Contracting Co., Inc., Pine City, NY
Epsilon prepared a noise impact assessment report for a proposed surface mine in support of a Mined Land Reclamation Permit.  This Project included an ambient background monitoring program, a detailed equipment sound level reference measurement program, sound level modeling of future impacts as compared to regulatory criteria, and mitigation recommendations for aspects of the operation out of compliance.  The results of this noise program were presented as expert witness testimony before a NY Department of Environmental Conservation Administrative Law Judge. 
Project: 345 kV Transmission Line, Stoughton-Boston, MA
Client: NSTAR Electric, Westwood, MA
Epsilon prepared the noise impact analysis for the proposed 18 mile underground electric transmission line from Stoughton to Boston.  This Project included an ambient monitoring program, an evaluation of expected impacts from construction activities, and operational noise from new and modified substations along the route.  Expert testimony was presented before the Massachusetts Energy Facilities Siting Board (EFSB) on noise issues as part of the EFSB petition hearings.  This included written responses to staff information requests as well as oral testimony before the staff and hearing officer.
Project: Concrete Redi-Mix Plant, Lakeville, MA
Client: Morse Sand & Gravel Corporation, Attleboro, MA
Epsilon prepared a noise impact assessment report for an existing concrete batch plant as part of a Massachusetts DEP Administrative Consent Order.  This Project included an ambient monitoring program with and without the plant operating, an evaluation of impacts as compared to regulatory criteria, and mitigation recommendations for aspects of the operation out of compliance.  Additional sound level testing was conducted following installation of the sound level mitigation measures.  The results of this noise program were presented as expert witness testimony before the Massachusetts Land Court.
