Prepared Best Available Control Technology (BACT) and Lowest Achievable Emission Rate (LAER) assessments for numerous power plant developers in support of NANSR and PSD permit application for various types of power projects.  Provided expert witness testimony to siting boards and local board meetings supporting these analyses.

Client: National Coating Corporation, Rockford, MA
Epsilon engineered the process design of a collection system, and specified and negotiated purchase of a new 40,000 scfm, 99% control, regenerative thermal oxidizer for three coating lines, including measures to reduce solids buildup from phenolic resins.  The system was designed to meet BACT and proposed P-MACT.  Epsilon then designed conversion to Permanent Total Enclosure to avoid capture-testing cost.

Client: Tyrolit, Westboro, MA
Performed an air compliance assessment and permitting analysis for an abrasive wheel manufacturing facility. The project involved development of emission control plans, including a VOC RACT plan, and permitting of a modification to convert the vitrified wheel manufacturing process from the use of para-dichlorobenzene to naphthalene. Assisted in negotiating a consent agreement with the Massachusetts Department of Environmental Protection (MADEP) and the Office of the Attorney General.
