Epsilon prepared revisions to the University’s Title V permit application, including a campus-wide air emission inventory. Prepared multiple preconstruction permit applications for a Central Heating Plant, the Student Village, and new facility equipment including heating equipment and emergency generators at new buildings. Each of these applications included netting the facility out of Nonattainment New Source Review applicability. Conducted environmental audits of the campus, and assisted with permitting and new regulatory issues for a Medical Waste Incinerator.

Epsilon performed a VOC/HAP emissions study of sources affiliated with the main Harvard campus, and developed laboratory and combustion emission factors for estimating future emissions from expansion activities. Performed accidental release modeling from a liquid nitrogen tank, hydrogen and arsine cylinders for use in the new laboratory research center, and prepared multiple permit applications for new facility equipment at the Allston and Longwood Medical campus.

Project: Continuous Emission Monitoring Systems (CEMS) and Permitting

Epsilon provided ongoing CEMS support and training including the preparation of state and federal air compliance quarterly reports for its 22 MW cogeneration facility. Developed a CEMS Quality Assurance/Quality Control Plan, updated the facility's monitoring plan and assisted with its Title V application, new state Opacity regulations, and CEMS modifications. Prepared the permit application for a 2,000 KW emergency generator serving the renovated 500 Technology Square Building.

Epsilon managed environmental compliance and recordkeeping for the Smith College physical plant. Assisted the college with the environmental aspects of their utility master plan and performed revisions to the facility's Operating Permit and Restricted Emissions Status approvals, providing increased operating flexibility. Conducted an air emission inventory for the entire campus, reviewed Best Management Practices and implemented revisions to the facility's SPCC plan.
