Project: Besicorp - Empire Development Company, Rensselaer, NY
Client: Besicorp - Empire Development Company, LLC, Kingston, NY
Epsilon conducted the permitting for a proposed 505 MW cogeneration facility and recycled newsprint mill.  Obtained permits related to siting the facilities, including New York State Article X approval, New York DEC air permits and Army Corps of Engineer approvals.  Conducted oversight of associated Niagara Mohawk Power Corporation Article VII applications for an 8.1 mile electric transmission line and a 4.5 mile gas pipeline requiring Article VII applications, and provided testimony for the NYS Public Service Commission Article X proceedings.
Project: Columbus Center Development, Boston, MA
Client: Winn Development, Boston, MA
Epsilon conducted an air quality dispersion modeling analysis to obtain a Preconstruction Certification for the operation of the Project’s tunnel ventilation system.  The Preconstruction Certification was required from MADEP prior to the construction of the project.  The Certification consisted of an air quality modeling analysis of tunnel emissions, analysis of the projected vehicle miles traveled, analysis of non-methane hydrocarbon emissions, and identification of feasible pollution prevention measures.
Project: Lynn Energy Center/Franklin Energy Center
Client: Energy and Power Solutions, Costa Mesa, CA
Epsilon conducted the permitting for two 2 MW natural gas-fired cogeneration engines in Lynn and Franklin, MA.  The units will provide onsite steam and electrical needs for the host facilities.  Controls include SCR to control NOx emissions, and a CO catalyst.  The permitting effort included a BACT analysis to determine the appropriate controls and emissions, an air quality dispersion modeling analysis for compliance with the NAAQS, and a noise analysis.  PEMs monitoring plan will be implemented to demonstrate compliance with NOx and ammonia emissions limits.
Project: Jamaica Bay/Bayswater Peaking Facility, Far Rockaway, NY
Client: FPL Energy, Juno Beach, FL
Epsilon performed the air quality modeling, air permitting, and noise impact assessment for FPL Energy’s proposed 55 MW Bayswater Peaking Facility and the 55 MW Jamaica Bay Peaking Facility.  Conducted the air quality analysis including cumulative impact assessment, noise impact assessment, and prepared state and city air permit applications. 
Project: Fore River Station, Weymouth, MA
Client: : Sithe Energies, Inc.
Epsilon provided complete environmental analysis and licensing services for Sithe's 750 MW Fore River project.  The air-cooled project is located at the former Boston Edison Edgar Station site in Weymouth, MA.  Complex analyses of air quality, noise, and visual issues together with an assessment of the proposed demolition of historic structures were included in the state MEPA and EFSB permitting processes.  Epsilon engineers and scientists provided expert testimony before the EFSB and worked closely with Sithe in securing the necessary Town of Weymouth approvals.  The facility is in operation.
Project: Emergency Generators

Epsilon conducted the permitting and licensing of numerous emergency generators for institutions such as Harvard University, Boston University and MIT along with industrial clients such as ISO New England, MITRE, and the Blackfan Research Center.  The permitting efforts included a BACT analysis to determine the appropriate control and emissions from the engines. An air quality dispersion modeling analysis and a noise analysis.
