Epsilon developed an air emissions estimate for a specialty paper manufacturing facility.  Prepared the state Air Plans Approval application for VOC emissions at the facility, developed a stack testing program to measure air toxics and performed air modeling for air quality and odor comparisons.

Epsilon developed an emission inventory for a paperboard manufacturing facility to determine compliance with permitting regulations.  Prepared the Title V permit application, Subchapter 8 permit applications and the VOC Facility Specific Emission Limit (FSEL) permit application.  Developed an air emission inventory for a gypsum manufacturing facility to determine compliance with permitting regulations.

Epsilon prepared the facility's SPCC plan, Tier II forms, Toxic Use Reduction Act (TURA), TRI forms, Title V compliance reports and helped develop opacity standard operating and maintenance procedures.  Established recordkeeping to track process VOC and combustion emissions.
