Theodore Barten PE | Managing Principal
Theodore Barten, PE has over twenty years of experience in engineering and environmental consulting. His principal technical focus is siting, environmental analyses, licensing, permitting and compliance work for merchant power, electric utility and industrial clients.

Mr. Barten is a Registered Professional Engineer in Massachusetts, New Hampshire, Maine, Vermont, Connecticut, Rhode Island, Pennsylvania, and Illinois.


 
Margaret Briggs | Managing Principal
Margaret Briggs has an extensive track record of successfully assisting clients through the regulatory processes associated with development, institutional, and infrastructure projects. She has played a major role in numerous MEPA, Article 80, and NEPA projects. She regularly collaborates with lawyers, project proponents, and regulatory agencies in strategic discussions of permitting, and project planning.
 
Michael Guski CCM | Principal
Michael Guski, CCM is an air pollution meteorologist with more than two decades of professional experience; his work has focused on industrial and power project impact assessment, permitting, and compliance. He has provided expert witness testimony, conducted air quality impact assessments, provided due diligence acquisition support, negotiated with regulatory agencies and supported clients in enforcement actions.

Mr. Guski is a Certified Consulting Meteorologist.


 
Samuel Mygatt LLB | Principal
Samuel Mygatt, LLB has over twenty-five years of experience in environmental analysis, permitting review, and project management. He entered the environmental field in 1978 as head of the Massachusetts Environmental Policy Act (MEPA) office. Since 1989, he has managed the environmental permitting of some of Massachusetts' most significant projects.

Mr. Mygatt is admitted to the practice of law in Massachusetts and New York.


 
Dale Raczynski PE | Principal
Dale Raczynski, PE has over twenty years of experience in engineering and environmental consulting for industries, utilities, developers, institutions, and public agencies. His primary specialty is air quality engineering. He has managed complex multi-disciplinary licensing efforts for many major and controversial energy projects.

Mr. Raczynski is a Registered Professional Engineer in Massachusetts and New York.


 
Cindy Schlessinger | Principal
Cindy Schlessinger has experience in urban planning, environmental analyses and community participation programs. Prior to beginning her consulting career, Ms. Schlessinger was a project manager at the Boston Redevelopment Authority (BRA). Ms. Schlessinger focuses on commercial, residential, institutional, and waterfront projects subject to BRA's Article 80 or MEPA review processes.
 
Lester Smith | Principal
Lester Smith, Jr. has over thirty years of experience in the environmental field including work in government and private sectors. His experience includes waterfront permitting projects, dredging analysis, environmental management plans, gas pipeline permitting, large commercial and government projects involving complex environmental regulatory analysis. Mr. Smith previously directed the scientific & engineering staff at the Massachusetts Coastal Zone Management Office where he co-authored the Massachusetts Coastal Wetlands Regulations and assisted in the writing of the CZM policies.
 
Victoria Fletcher RLA | Principal
Victoria Fletcher, RLA has almost 20 years of professional experience both as client and as a consultant.  Her project experience includes major development projects, major roadway and energy infrastructure projects, and the establishment of resource management plans for extensive tracts of state-owned open space/ conservation land.  She has lead projects through MEPA and BRA Article 80 review processes, as well as overseeing subsequent federal, state and local permitting processes.  Ms. Fletcher has also served as an expert witness for projects in Massachusetts and New York.

Ms. Fletcher is a Registered Landscape Architect in Massachusetts.


 
Robert O'Neal CCM | Principal
Robert D. O'Neal, CCM has experience in the areas of community noise impact assessments and air quality modeling. Mr. O'Neal's noise impact evaluation experience includes design and implementation of sound level measurements programs for mobile and stationary sources, modeling of future impacts, conceptual mitigation analyses, and compliance testing.

Mr. O'Neal is a Certified Consulting Meteorologist.


 
Andrew D. Magee | Associate
Mr. Magee has over 25 years experience in the conduct and management of environmental studies and scientific investigations.  Mr. Magee’s work has encompassed a wide range of environmental issues, including environmental planning and permitting of commercial and industrial real estate development projects, public and private water supply development and protection, utility corridor impact assessment and permitting, wetland impact assessment, coastal studies, and hazardous waste site investigations and remediation.   At Epsilon, he takes the lead on groundwater modeling studies, EIRs and permitting, with emphasis on water supply development and coastal studies.
 
Michael D. Howard, PWS, CWS | Associate

Mr. Howard is an experienced biologist specializing in wetland ecology, wildlife biology, natural resource inventories, impact statement preparation, and environmental regulatory analysis.  He has extensive experience in wetland delineation and functional assessments utilizing federal and state methodologies.   He leads Epsilon’s wetlands permitting group

Mr. Howard is a Certified Professional Wetland Scientist (PWS), and is a Certified Wetland Scientist (CWS) in the State of New Hampshire.


 
Laura E. Rome | Associate
Ms. Rome's experience is in environmental regulation and environmental impact analysis.  Her experience includes more than five years working at the Massachusetts Environmental Policy Act (MEPA) Office as a MEPA analyst, where she was responsible for evaluating documentation assessing environmental impacts of proposed public and private development projects.  She conducted public meetings, formulated scopes of study for environmental impact reports, and prepared written certificates on the adequacy of environmental documents for the Secretary of Environmental Affairs.  At Epsilon, she is a lead Project Manager for a broad range of multi-disciplinary EIRs, including the Weymouth Naval Air Station project.
 
Maureen A. Cavanaugh | Senior Consultant
Ms. Cavanaugh has over 20 years of professional experience in State and Federal environmental regulation and compliance, cultural resource management, historic preservation planning, architectural design review, and project management, including seven years with the Massachusetts Historical Commission (MHC) as a Preservation Planner and Director of Architectural Review.  She has served as Project Manager for over 100 multi-disciplinary projects involving environmental review, planning, and cultural resources.  She is the project conservator for the Greenbush Line, on behalf of the MBTA.
 
Elizabeth M. Hendrick, CCM | Senior Consultant

Ms. Hendrick has over twenty years of experience in the analysis of air quality and meteorological data and the development and application of air quality models.  She has participated in numerous air quality permitting projects.  She has performed dispersion and deposition modeling analyses for independent power producers, utilities, incinerators, refineries, smelters and paper mills.  Ms. Hendrick has provided expert testimony on air quality modeling issues and has presented several papers at national conferences.  Ms. Hendrick is also experienced in 3-D numerical modeling.  She developed many of the meteorological and geophysical data preprocessors for the CALMET/CALPUFF modeling system.

Ms. Hendrick is a Certified Consulting Meteorologist.


 
Philip M. DeVita, CCM | Senior Consultant

Mr. DeVita has fifteen years experience in the areas of air quality modeling, air permitting, air emissions characterization, indoor air monitoring, and ambient and perimeter monitoring.  He has extensive experience with atmospheric dispersion modeling to support permitting, siting studies, indirect source analysis, feasibility studies, and consequence analysis for hazardous chemical releases.  Mr. DeVita has conducted air quality impact assessments for a variety of power and industrial sources using various air quality models including ISC3 and CTSCREEN.  He has prepared emissions inventories, source registrations, and air plan applications for various industrial sources.  Recent projects include Columbus Center in Boston and the Besicorp Paper Mill/Power Plant project in New York.

Mr. DeVita is a Certified Consulting Meteorologist.


 
Douglas J. Kelleher | Senior Consultant

Mr. Kelleher has over 17 years of professional experience in historic preservation planning, environmental regulation and compliance, architectural design review, historic tax credits, and project management, including five years as a Preservation Planner with the Massachusetts Historical Commission. He has provided a diverse mix of public and private sector clients with strategic consulting for compliance with local, state, and federal historic preservation regulations. Mr. Kelleher assists clients in meeting regulatory requirements through consultation with local, state, and federal agencies, with special expertise in state and federal historic tax credit certification.


 
AJ Jablonowski, PE | Senior Consultant
Mr. Jablonowski has experience with a variety of industries including power production, surface coating, chemical production, waste treatment, metalworking, electronics, food processing, and groundwater treatment.  His duties include overall environmental licensing, compliance and due diligence audits, air permit applications, pollution control studies, accidental release prevention, and regulatory applicability studies.  He reviews operations at a wide variety of industrial and power facilities, and recommends process changes for regulatory compliance. He uses strong technical engineering skills, and an ability to grasp regulatory nuances, as part of a positive, problem-solving approach. He is used as a technical resource for air pollution capture & control options, emissions tracking, and air regulatory interpretations.
 
Stephen H. Slocomb, PE | Senior Consultant
Stephen H. Slocomb is a licensed professional chemical engineer with twelve years experience in engineering and environmental consulting for a wide variety of industries, utilities, developers, institutions, and public agencies.  He has extensive experience in the siting and licensing of large independent power projects.  Representative projects include the 350 MW Brockton Clean Energy Project in Brockton, MA, 720 MW Oak Glen Power in Howell, NJ, and the 750 MW Nickel Hill Energy Project in Dracut, MA.  In the air quality engineering and consulting arena, Mr. Slocomb has prepared and negotiated numerous operating and pre-construction air permit applications.  These efforts have included air emission inventories, RACT/BACT/LAER analyses and investigations of new technologies.  In addition, he prepares Spill Prevention Control and Countermeasures (SPCC) plans, multimedia audits, and SARA and TURA reporting. 
 
Don R. Michael, PE | Senior Consultant
Don R. Michael has more than three decades of experience providing environmental and technical consulting services to the energy industry.  He has supervised groups of professional scientists and engineers in both line and staff roles and has participated in and managed environmental analyses, site selection, permitting, engineering, testing or operations monitoring activities of more than 150 power projects and related studies. He has a broad working knowledge of generation technologies, project development contracts and power plant design and operation as well as domestic and international environmental and regulatory requirements. He has evaluated emerging technology risk, reviewed development contracts, and conducted O&M budget reviews and operating compliance audits.
 
Karen L. Roth | Human Resources Manager

Ms. Roth is Epsilon's human resources manager.  In addition, she manages Epsilon’s procurement matters, and coordinates relationships with I-T specialists, communications companies and the document reproduction industry.  She has been with Epsilon since its founding, and worked closely with Epsilon Principals prior to that.

Ms. Roth holds a Certification in Human Resources Management.
