
177 Old Derby Street Master Plan
177 Old Derby Street LLC (the “Proponent”) is advancing a proposed Master Plan Project located along Old Derby Street within the Towns of Hingham and Weymouth. The Master Plan Project is presently in the design and permitting stage for “Phase 1,” which is anticipated to consist of five buildings that will accommodate a senior living facility, a Chapter 40B residential development, an automobile dealership, a fitness center, and ancillary retail space.
The proposed project is currently undergoing state environmental review in accordance with the Massachusetts Environmental Policy Act (“MEPA”). Future phases of the Master Plan Project will be advanced for review at a later date and will be subject to separate review under the Massachusetts Environmental Policy Act (“MEPA”), as applicable.
This website has been established to provide members of the public and interested stakeholders with information regarding the proposed project and ongoing updates concerning the project’s planning, review, and development progress.
Project Site
The approximately 143-acre Site is primarily unoccupied land located in Hingham and Weymouth. To the north, the Site is bounded by Whiting Street, to the east by a undeveloped land and a car dealership, to the west by a gravel pit, and to the south by Route 3.

Proposed Changes
The Phase 1 project involves the construction of approximately 373,500 sf of development that will include five buildings. The building’s program is anticiapted to include:
- Senior Living Building: 95,000 sf (213 units)
- 40B Development Building: 135,000 sf (350 units)
- Luxury Automotive Dealership Building: 45,000 sf
- Gym: 95,000 sf
- Retail: 3,500 sf
The following MEPA Thresholds are anticiapted:
- 301 CMR 11.03(1)(a)(2): Creation of 10 or more acres of impervious area
- 301 CMR 11.03(1)(b)(1): Direct alteration of 25 or more acres of land
- 301 CMR 11.03(5)(b)(4)(b)(c)(ii): New discharge to groundwater of 100,000 or more gpd
- 301 CMR 11.03(6)(a)(6): 3,000 or more average daily trips
- 301 CMR 11.03(6)(a)(7): Construction of 1,000 or more new parking spaces
Agency Actions:
- Department of Transportation (“DOT”) Access Permit
- MassDEP: New wastewater treatment facility
Environmental Justice (“EJ”) Info: The project is located within an EJ population characterized by Minority and Income and within one mile of additional EJ populations. There is no language translation requirement within one-mile of the Site.
Project Documents
As a first step in the MEPA process, the Proponent submitted an EJ Screening Form on May 11th, 2026 to the MEPA-EJ Office and distributed it to the State’s EJ Reference List.
The next step in the MEPA process will be for the Proponent to file an ENF. Once filed, the ENF can be viewed by visiting the MEPA Environmental Monitor. Please select “Environmental Notification Forms” under New Projects and search for “177 Old Derby Street”.
Following the ENF, the Proponent is anticipated to file a Draft Environmental Impact Report (“DEIR”) and a Final Environmental Impact Report (“FEIR”).
