Jill Rowe, Principal, Offshore Wind
Jill Rowe joined Epsilon in March 2023, bringing over two decades of experience in marine biology and environmental consulting. She holds an M.S. in Marine Biology from the University of Charleston and a B.S. in Biology from DePauw University. Before officially joining Epsilon, she collaborated with us for years as a trusted subcontractor, contributing to numerous offshore wind and coastal projects.
A recognized expert in her field, Jill specializes in offshore wind and oil and gas development, providing critical expertise in National Environmental Policy Acy compliance, modeling the fate and exposure of biota to oil and other chemical releases, conducting fish, benthic, and Essential Fish Habitat analyses, and evaluating spatial abundance and recruitment patterns. She has successfully led major projects, managing teams of academic experts and consultant subcontractors, and has played a key role in facilitating working groups and expert committees for the Deepwater Horizon Natural Resource Damage Assessment and the Bureau of Safety and Environmental Enforcement Relative Environmental Sensitivity Analysis.

Brian Lever, Principal, Historic Preservation
Brian Lever joined Epsilon in January 2014 as a Preservation Planner, and has established himself as a leader in the field with over two decades of experience in historic preservation and a diverse background spanning both the private and public sectors.
Among Epsilon’s most academically accomplished professionals, Brian holds an impressive array of degrees, including a Master of Liberal Arts with a concentration in Anthropology & Archaeology from Harvard University, a Master of Arts in American History from the University of Connecticut, and dual Bachelor of Arts degrees in Anthropology and History from the University of Massachusetts, Amherst.
Known for his dedication and problem-solving abilities, Brian has built a reputation as the go-to consultant for complex projects requiring historic regulatory approvals at the local, state, and federal levels. His expertise spans a wide range of project types, including transportation, institutional, real estate, and offshore wind developments. In addition, he is a recognized authority in historic tax credits, having successfully secured state and federal tax credits for dozens of projects across Massachusetts and Connecticut. Brian is particularly sought after for projects that create new affordable housing opportunities in some of New England’s most underserved communities.
