Earlier this month, Epsilon gathered at our Maynard headquarters for one of our favorite traditions – celebrating our people! This event is a time to reflect on our journey, honor the values that have shaped us, and recognize the employees who have reached significant career milestones.
What began in 1997 as the vision of seven founding Principals has grown into a dynamic team of more than 90 dedicated professionals. Nearly three decades later, our commitment to delivering exceptional work, building lasting client relationships, and fostering a culture of collaboration and innovation remains stronger than ever.
This year, we were proud to recognize eight outstanding team members for their long-standing commitment and contributions to Epsilon. These individuals exemplify the dedication, expertise, and team spirit that define our culture. Service awards were presented to employees celebrating 10, 20, and an impressive 25 years with the firm – a testament to the meaningful careers built here and the impact each of them has had on our collective success.
Erik Rexford – 10 years
Erik is an Associate in Epsilon’s Planning group with over 16 years of experience in environmental consulting, having joined Epsilon in 2015. He is widely recognized as a “go-to” expert on the Massachusetts Public Waterfront Act (Chapter 91), and he also advises on commercial, energy transmission, and residential development projects. His expertise spans a broad range of environmental permitting and land use matters, including compliance with the Massachusetts Environmental Policy Act (MEPA), City of Boston Article 80 reviews, the Massachusetts Wetlands Protection Act, U.S. EPA stormwater regulations, and U.S. Army Corps of Engineers permitting programs.

Nick DeFilippo – 10 years
Nick is a Senior Engineer in Epsilon’s Air Quality group with 10 years of experience, having joined the firm in 2015. He specializes in air permitting, reporting, calculations, and data analysis for a wide range of industries, including power generation, chemical production, manufacturing, higher education, property management, and government agencies. He has supported projects across eleven states, including Massachusetts, Connecticut, New Hampshire, Rhode Island, New York, New Jersey, Pennsylvania, Florida, Virginia, Maryland, and California. His experience includes preparing air permit applications and compliance documentation for a variety of facilities – from power plants and chemical facilities to membrane and electronics manufacturing operations and emergency generators at academic institutions. Nick has broad expertise across numerous environmental regulations and programs at both the State and Federal levels.

Dwight Dunk, LDP, PWS, BCES – 10 years
Dwight is a Principal in Epsilon’s Ecological, Coastal & Marine group with over 35 years of experience, joining the firm in 2015. He specializes in freshwater and coastal wetland ecology, with expertise in delineation, ecological function and value assessments, environmental impact assessments, wetland mitigation planning and design, construction oversight, and Stage I ecological risk assessments. He is highly experienced in securing federal, state, and local environmental permits – including the Clean Water Act and state wetland and waterway permits – and in preparing National Environmental Policy Act (NEPA) documentation and state-level equivalents. Dwight effectively integrates scientific and regulatory expertise to develop permitting strategies that achieve project goals while minimizing environmental impacts.

Jack Vaccaro – 10 years
Jack is a Lead Scientist in Epsilon’s Ecological, Coastal and Marine group with over 30 years of experience, having joined the firm in 2015. He specializes in wetland ecology and the permitting of energy transmission, communications infrastructure, and coastal residential and commercial development projects across southeastern Massachusetts. His work includes preparing permit applications in accordance with federal, state, and local regulations, and supporting complex, multi-disciplinary efforts. Jack has particular expertise with projects on Cape Cod.

Brielly McGlauflin – 10 years
Brielly is a Project Preservation Planner in Epsilon’s Historic Preservation Group with over 15 years of experience. Since joining the firm in 2015, she has specialized in cultural resource management and historic preservation planning. She has served as a planner on numerous projects involving environmental review and historic preservation, and has experience preparing both state and federal historic rehabilitation tax credit applications. She is well-versed in environmental laws, regulations, and guidelines that affect historic resources at the local, state, and federal levels.

Doug Kelleher – 20 years
Doug is a Principal and Manager of Epsilon’s Historic Preservation Group, bringing over 30 years of experience in historic preservation planning, environmental regulation and compliance, cultural resource management, and architectural design review. Since joining the firm in 2005, he has spent the past 20 years guiding both private and public sector clients through complex regulatory processes involving local, state, and federal historic preservation requirements. Promoted to Principal in 2012, Doug focuses on historic rehabilitation tax credits, Section 106 and Chapter 254 reviews, and local historic district commissions and landmark district commission reviews. He has built strong working relationships with municipal, state, and federal agencies, as well as with members of the development community, planning and architecture firms, and preservation organizations.
With extensive experience in historic rehabilitation tax credits, Doug advises developers and architects on the appropriate adaptive reuse and redevelopment of historic buildings, ensuring projects align with the Secretary of the Interior’s Standards for the Treatment of Historic Properties.

Maria Hartnett – 25 years
Maria is a Principal of Epsilon’s Offshore Wind Group, where she has spent the past 25 years specializing in environmental permitting and scientific analyses for offshore wind energy development, coastal and marine projects, dredging and disposal activities, and waterfront developments. Over the course of her career at Epsilon she has provided environmental consulting services in support of permit applications at the federal, state, and local levels.
A pioneer in the offshore wind sector, Maria founded Epsilon’s Offshore Wind Group and has been at the forefront of U.S. offshore wind permitting since submitting the Vineyard Wind 1 Construction and Operations Plan (COP) to the Bureau of Ocean Energy Management (BOEM) in December 2017, the first COP filed for the current generation of offshore wind projects. She continues to lead federal permitting efforts for several major offshore wind initiatives.
Her areas of expertise include federal permitting, coastal and marine impact assessments, coastal studies, sediment geochemistry, and the development and implementation of water quality and shoreline monitoring and mitigation programs. Known for her strong grasp of scientific principles, Maria effectively advocates for clients through well-organized, persuasive technical reports and presentations. She is also skilled at guiding a wide range of clients, including international firms and first-time applicants, through complex regulatory processes.

Rob O’ Neal, CCM, INCE Board Certified – 25 years
One of Epsilon’s two Managing Principals, Rob’s journey at Epsilon began in 2000, when the company was just three years old.
Rob is a Certified Consulting Meteorologist and INCE Board Certified professional with over 35 years of experience in community noise impact assessments, meteorological data collection and analysis, and air quality modeling. His noise impact evaluation work includes designing and implementing sound level measurement programs, modeling future impacts, conducting conceptual mitigation analyses, performing compliance testing, and providing expert witness testimony.
A nationally recognized acoustics expert in the renewable energy field, Rob has completed noise impact assessments for wind, solar, and battery energy storage projects in more than 25 states across the U.S. and Canada. His experience also spans noise studies for fossil fuel power generation facilities, substations and electric transmission lines, gas pipelines, hard rock quarries, aggregate handling operations, asphalt and concrete plants, construction and demolition (C&D) processing facilities, landfills, real estate developments, and mobile sources.
