Epsilon is seeking a full-time Senior Consultant to support our growing coastal sciences practice. The Senior Consultant will plan for and coordinate efficient environmental and regulatory review and permitting of projects, including Site Assessment Plan (SAP) and Construction and Operations Plan (COP) submittals to the Bureau of Ocean Energy Management (BOEM), as well as other applications to federal, state, and local agencies, boards and commissions. More specifically, the Senior Consultant will be knowledgeable of the Northeast energy market including demonstrated environmental permitting, project management and general environmental consulting experience in the offshore wind, electric transmission and renewable energy sectors. The position demands a proven ability to manage projects, understand and apply environmental regulations, develop schedules and budgets, mentor staff and communicate clearly and effectively to the public and client. The Senior Consultant represents the company as the technical expert on environmental, siting, and permitting matters at public meetings, workshops, and meetings with federal, state, and local agencies, as well as other stakeholders. The candidate must demonstrate excellent writing skills.

In addition to the above, the Senior Consultant will support the scoping, preparation, and execution of biological, geological and other scientific studies; and review reports and documentation prepared by subject matter experts. The candidate will also be responsible for managing external consultants undertaking surveys and studies to support the permitting and data collection processes. The Senior Consultant will coordinate environmental monitoring and mitigation techniques to ensure consistent documentation and compliance with environmental requirements of permits/licenses.


  • Bachelor’s degree in environmental/marine science, biology, geology, engineering, planning, or a related physical sciences discipline; Master’s degree is preferred.
  • 15+ years of relevant professional experience in the energy market, with a focus on providing environmental permitting and consulting services to energy clients in the Northeast or Mid-Atlantic United States.
  • Strong understanding of the routing, siting, licensing and permitting processes as it pertains to offshore wind or other energy facilities and related transmission line interconnection work.
  • Strong technical and regulatory policy background consistent with understanding the National Environmental Policy Act (NEPA) process, BOEM SAP and COP submittals, and state regulatory policies.
  • Strong written, public speaking and collaboration skills, including expert testimony experience.
  • Willingness to travel, prepare for and participate in public hearings and oversee field work / studies.

In addition to the Preferred Qualifications, the Candidate must have a valid driver’s license to operate a motor vehicle for business travel, including proper insurance and registration and have all necessary paperwork to work in the USA.
