Planning Process Chronology

  • 2006: City of Lynn kicks off Waterfront Master Planning process

  • 2017-2019: City of Lynn Waterfront Open Space Planning Process
  • 2019: Waterfront Open Space Master Plan Adopted
  • 2019: Waterfront Master Plan Revision Adopted
  • 2020: Lynn Municipal Harbor Plan Amendment adopted and approved by EOEEA
  • 2021: City of Lynn re-zones waterfront in accordance with planning processes and the Lynn Municipal Harbor Plan Amendment
  • 2022: Lynn commences construction on the adjacent Harbor Park
  • 2023: City of Lynn grants Site Plan Approval of the South Harbor Redevelopment Plan
  • 2024: South Harbor Redevelopment Project initiates MEPA process

The Proponent’s South Harbor Redevelopment project represents a major milestone and progress toward realizing the community’s vision for the Lynn waterfront. The Proponent will transform the gateway to Lynn from a vacant, overgrown site into a mixed-use development with up to 850 residential units including both market-rate units and permanently affordable units) and approximately 26,600 sf of retail and/or restaurant use, site improvements that include vehicular drives, parking, utility systems, and open space improvements (the Project). In addition, the Project includes the permitting, design, engineering, and construction of an approximately 8 acre public waterfront park and public promenade that can ultimately connect a proposed public promenade that extends along the Lynn waterfront to the Nahant Beach Reservation. The Proponent’s unprecedented commitment of private land to public use will have a profound and positive impact on the future of the Lynn waterfront and will enhance the quality of life for the people who live, work, and recreate in this community.

Public Benefits

  • Housing & Affordability
    • Produce 850 much-needed additional residences (to include studios, 1-, 2- and 3-bedroom units)
    • While not subject to the City’s Inclusionary Zoning requirements, the Proponent has voluntarily committed to deed-restrict as affordable 10% of the residential units
  • Environment & Recreation
    • Dedicate 8 acres of privately-owned waterfront property to create an active and resilient waterfront park and promenade – consistent with the City’s two decades of planning and community engagement for this location and detailed in the 2019 Open Space Plan
    • Consistent with the 2020 Municipal Harbor Plan Amendment, “a new, mixed-use neighborhood centered around a signature waterfront park and an extensive pedestrian network” is proposed
    • Increase climate resiliency by raising the site grade, repairing coastal infrastructure, and constructing a nature-based shoreline design along the Harbor that will promote public access
    • Improve open space with landscaping, programmable areas, a variety of amenities, and clear direct access to the harbor, riverfront and Willis Fishing Pier
  • Economic Development
    • Introduce approximately $38 million of net new property tax revenue over twenty years to the City of Lynn when the Project is fully built out
    • Create approximately 1,250 construction jobs (and 145 permanent jobs upon stabilization)
    • Construction Employment Goals
      • 30% of worker hours to be performed by City residents
      • 25% of worker hours to be performed by people of color
      • 10% of worker hours to be performed by women
