Clinton Cyr, PE Gains INCE Board Certification Designation

Epsilon Acoustics Group Lead Engineer, Clint Cyr, PE, INCE Bd. Cert. recently became Board Certified by the non-profit Institute of Noise Control Engineering (INCE), a distinction identifying its holder as a subject matter expert in the field of acoustics. Only 213 acoustic professionals to have ever held this designation in the United States and Canada.

This is a “significant achievement in our field of practice,” said Rich Lampeter, INCE, Principal and Acoustics Group Manager. Epsilon Managing Principal Rob O’ Neal, CMM, is also INCE Board Certified.

Epsilon’s Acoustics Group provides expertise on projects where sound is the primary issue and for large, complex projects where sound is one of the many issues under review. The team offers a wide range of acoustics services to the energy, industrial, transportation, mining, construction, and real estate sectors. Epsilon engineers and scientists understand the challenges in achieving compliance with noise regulations to achieve successful results.

Clint has been heavily involved in Epsilon’s recently announced Advanced Noise Control Design service. The solution set helps prevent or resolve noise issues, simplifying design team efforts in getting to construction through practical and detailed noise control solutions. The service combines (i) acoustical engineering studies, (ii) diligent communication with engineers, architects, and/or manufacturers, and (iii) added noise research utilizing Epsilon’s own robust internal data library leading to effective, compliant, and neighbor-friendly solutions.

Clint holds a master’s degree in Acoustics from Pennsylvania State University and is a licensed Professional Engineer in Massachusetts. He is a member of the Acoustical Society of America, and now has achieved INCE Board Certification.

Clint Cyr, PE, INCE Bd. Cert. is a Lead Engineer at Epsilon Associates with expertise in environmental impact assessments and noise control. He helps developers successfully site and permit a wide variety of projects, including industrial-scale wind farms, electrical substations, cogeneration facilities, battery storage systems, and commercial developments. His area of expertise includes the measurement of ambient sound levels, modeling sound levels from proposed developments, evaluation of conceptual mitigation, and compliance sound level measurements. Mr. Lampeter routinely presents the key aspects of impact assessments to local boards and provides expert witness testimony.

Robert O’Neal, CMM, INCE Bd. Cert., Managing Principal has more than 35 years of experience in the areas of community noise impact assessments, meteorological data collection and analyses, and air quality modeling. His noise impact evaluation experience includes design and implementation of sound level measurement programs, modeling of future impacts, conceptual mitigation analyses, compliance testing, and expert witness testimony.
