Robert Brewer - Staff Scientist, Ecological Sciences


Welcome Robert Brewer, Staff Scientist in Epsilon’s Ecological Sciences Group. Rob assists with wetland delineations, construction compliance inspections, vernal pool surveys, and report and permit writing. Rob earned his Bachelor of Science in Environmental Science from Southern New Hampshire University and has participated in numerous MACC conferences and courses.


Owen Crise - Staff Scientist, Acoustics


Welcome Owen Crise, Staff Scientist in Epsilon’s Acoustics Group. Owen has held several research positions in different organizations including at the University of Pennsylvania, the Space Telescope Science Institute, the National Institute of Standards and Technology, the Smithsonian Institute, and the Johns Hopkins University Applied Physics Laboratory. He earned his Bachelor of Arts degree on Physics and Minored in Music from the University of Pennsylvania.


Tracy Darougar - Lead Consultant, Energy Services; Albany, NY Location Manager


Welcome Tracy Darougar, Lead Consultant in Epsilon’s Energy Services Practice. Tracy leads our growing Albany, New York Office while playing a pivotal role in managing permitting services for a wide range of projects including land-based renewable energy, battery energy storage, and electric transmission and distribution projects. Tracy brings over fourteen years of diverse experience in the public/private energy development and environmental permitting sector across New York and New England. Tracy specializes in guiding complex projects through federal, state, and local regulatory processes including NYS SEQR, NYS Department of Public Service, and NYS Department of Environmental Conservation, among others. She earned a Bachelor of Science degree in Environmental Engineering from the State University of New York at Buffalo.


Chelsea Davidson - Project Scientist, Ecological Sciences


Welcome Chelsea Davidson, Project Scientist in Epsilon’s Ecological Sciences Group. Chelsea has nine years of experience conducting wetland and stream delineations, performing quality assurance on field data, reports, and proposals, preparing detailed survey reports for clients and government agencies, and submitting environmental permit applications at the local, state, and federal levels. Chelsea earned her Bachelor of Science degree in Environmental Management and Protection from California Polytechnic State University.


Mike LaFlash - Project Preservation Planner, Historic Preservation


Welcome Michael LaFlash, Preservation Planner in Epsilon’s Historic Preservation Group. Having over five years of experience assisting with regulatory reviews and historic tax credit applications, Michael supports state and federal historic tax credit and local regulatory compliance projects. Michael earned his Master of Arts degree in Historic Preservation Planning from Cornell University and Bachelor of Arts in History with Minors in Political Science and Education from Villanova University.


Alicia Morandi - Lead Scientist, Offshore Wind


Welcome Alicia Morandi, Lead Scientist in Epsilon’s Offshore Wind Group. Alicia has over 11 years of experience in ecology and biological research. She supports all aspects of environmental permitting for offshore wind and other coastal projects including submission of Site Assessment Plans (SAPs) and Construction and Operations Plans (COPs) to the Bureau of Ocean Energy Management (BOEM). Alicia has had particular focus in recent years on understanding benthic and marine impacts of offshore wind development through technical studies and preparation of permits and NEPA documentation. Her published articles have focused on diverse subjects including offshore floating wind technologies, oil spill response technologies, and predicting use of habitat patches by spawning horseshoe crabs along a complex coastline. Alicia earned her B.S. in Ecology and Evolutionary Biology from Cornell University and her M.S. in Natural Resources Management from the University of Connecticut.


Chris Rodstrom - Lead Scientist, Energy Services


Welcome Chris Rodstrom, Lead Scientist in Epsilon’s Energy Services Practice. Chris has more than 20 years of experience in energy, real estate, and conservation across the private, public, and non-profit sectors. He is experienced in a range of clean, renewable energy initiatives including electric grid modernization, offshore wind, solar, and battery storage projects. He was most recently a Senior Permitting & Development Manager for Vineyard Offshore where his duties included managing onshore and offshore transmission routing and designs, environmental assessments, and securing site control for offshore wind projects interconnecting to Massachusetts, Connecticut, and New York. Chris was responsible for managing federal and state permitting efforts. During his career, Chris also served as a Project Manager for Eversource where he supported environmental permitting on numerous electric transmission and substation projects in Massachusetts.


Anna Smith - Staff Scientist, Energy Services


Welcome Anna Smith, Staff Scientist in Epsilon’s Energy Services Practice. At Epsilon, Anna supports environmental permitting, natural resource surveys, and construction compliance related tasks on a wide-variety of energy-based projects including electric transmission, natural gas, battery energy storage, onshore wind and solar. Anna is an Honors graduate from Stony Brook University, where she earned her Bachelor of Science in Atmospheric and Oceanic Science and Minored in Environmental Humanities. Anna is located in our Albany, NY office.
