Epsilon has been working with Smith College for more than 20 years assisting with permitting needs and ensuring the college remains in compliance with local, state, and federal regulations.

Overview

Smith College is a private liberal arts women's college located in Northampton, Massachusetts. Like many institutions and facilities who often turn to outside help for regulatory and compliance matters, Smith College has entrusted Epsilon with this work.

Contribution

Epsilon began working with Smith College more than 20 years ago. Over that time, Epsilon has provided a range of permitting and compliance assistance. Our team of air quality engineers has prepared the Non-Major Comprehensive Air Plan approval permitting for Combined Heat and Power and boiler replacement project at the college’s Physical Plant. The analyses in the application included air quality modeling, a Best Available Control Technology including alternate fuel flexibility, and a sound level analysis, sound modeling, and creating a new campus-wide recordkeeping system. This application included negotiating the final plan approval and associated emission limits with the Massachusetts Department of Environmental Protection (MassDEP).

Epsilon also performed revisions to the plant’s Title V Operating Permit (for their SO2 emissions) and Restricted Emissions Status (for their NOx emissions) approvals providing increased operating flexibility. We have conducted air emission inventory for the entire campus and conducted a review of Best Management Practices for a range of environmental issues including hazardous waste management, universal waste management, chemical storage, opacity monitoring, and asbestos management. Other permitting assistance involved preparing multiple Environmental Results Program (ERP) certifications for new emergency generators, updating the college’s Spill Prevention, Control, and Countermeasure (SPCC) plan over several five-year renewal periods and preparing a sewer connection permit application for the college for submittal with the City of Northampton.

Epsilon’s range of services has also involved managing the annual emission statement reporting, environmental compliance, Tier 2 reporting, and recordkeeping for the campus.

Achievement

Epsilon provides guidance in navigating regulatory and compliance issues, allowing college staff to focus on the important tasks of running the physical plant and the campus. Epsilon is happy to support and guide Smith College and other notable institutions through the rapidly changing landscape of air quality standards and regulatory requirements.
